Are they bilingual or not?

Many U.S. Latinx speak a variety of English known as "Chicano English," "Latino English" or "Puerto Rican English". It is NOT "Spanglish". It is a variety of English with certain sounds that make it noticeably different from other ways that people in the U.S. speak English.
